THE KEY NUMBERS IN VICTORIA'S 2016-17 BUDGET

* Operating surplus of $2.9 billion.

* Surpluses above $9 billion over forward estimates.

* Triple-A credit rating to be maintained.

* Average revenue growth of 3.4 per cent.

* Average expenditure growth of 3.3 per cent.

* Infrastructure investment to average $7.4 billion per year, for the next four years.

* Net debt to gross domestic product of 5.9 per cent in 2015-16 forecast to drop to 4.7 per cent in 2016-17, before rising again to five per cent the following year.

* Fastest population growth in the nation at 1.7 per cent in 2015.

* Falling unemployment rate from 6.9 per cent in 2014, to 5.7 per cent in March 2016, projected to drop to 5.5 per cent in 2018-19.
