The Liberal Party has called for Premier Daniel Andrews to stand down his adviser and the government whip over allegations they were involved in union deals.

The royal commission into trade unions has heard union boss-turned-Victorian MP and government whip Cesar Melhem demanded $25,000 from a cleaning company to keep its staff on Workchoices-era wages.

John-Paul Blandthorn, a former organiser at the Australian Workers Union and now adviser to Premier Daniel Andrews, said Mr Melhem told him to do the deal.

Opposition spokesman John Pesutto on Wednesday says the pair's alleged involvement should not be tolerated.

"Daniel Andrews needs to act and meet his own leadership test and stand down Mr Melhem and Mr Blandthorn until the allegations are investigated fully," he told reporters.

Mr Pesutto says if the premier was willing to sack the minister for small business Adem Somyurek over a bullying allegation, he should apply the same standard to Mr Melhem and Mr Blandthorn.
