Tax incentives and planning concessions would be used to encourage people to move to regional Victoria if the state opposition were to win government.

Opposition leader Matthew Guy says more than 92 per cent of Victoria's population growth is taking place in Melbourne and he says a future Liberal-National government would shift some of that to regional centres.

"The taxation system, the planning system, local government reform, there's a whole range of areas of government that we could potentially use to attract business and then population to areas outside of Melbourne," Mr Guy told reporters on Monday.
