Victorian children raped in residential care should be able to seek compensation or pursue litigation against their attackers according to Children's Commissioner Bernie Geary.

Mr Geary launched a landmark report into the state's residential care system on Wednesday, saying it was creating opportunities for sexual abuse.

The "...as a good parent would..." report describes cases in which older boys raped younger children, a 13-year-old girl put sexually explicit videos of herself on You Tube and teenage girls were abused by their care workers.

In the past 14 days alone there have been 23 sexual harm incidents involving 43 children, he said.

The report found many failings in the current system and said it doesn't prevent sexual abuse or offer consistent responses when it does occur.

"Children in out-of-home care should be able to seek redress and/or civil litigation if they have experienced abuse in care," Mr Geary recommends in the report.

"In Victoria, there does not appear to be consistent or standard responses for children who have experienced sexual abuse in care. The Commission found many examples of children not being offered redress or compensation."
