Dangerous dog laws aren't working, with councils tied up in court and vicious attacks landing small fines, Victoria's premier says.

The owner of a pitbull that attacked five-year-old Melbourne girl Alexis Douglas, reportedly leaving her family with a $10,000 medical bill for disfiguring facial scars, has been fined $1500 without conviction over the mauling in January.

Premier Daniel Andrews says a review of dangerous dog laws is underway, but Victoria had to do better.

"If you talk to councils they'll tell you the current framework doesn't work. They're spending enormous amounts of money trying to defend and make these laws work, they're in VCAT every day of the week," he said on Friday.

"I think there are widespread concerns about the operations of these laws, and that's why the Minister for Agriculture Jaala Pulford has announced a review."
