The second person to be convicted of child trafficking in Australia brought his twin daughters into Victoria for his own sexual gratification.

From when the surrogate-born girls were 1 month old, their biological father filmed himself sexually abusing them, then shared images and footage of the abuse with pedophile friends online.

The weekly offending against his infant daughters, which lasted eight months, followed four years of abusing his nieces from when they were aged 4 and 6.

These grave breaches of trust against his brother's daughters were also filmed to create exploitation material he shared online.

In one example from April 2010, the man had an online conversation with a user who "put in an order" for what he wanted the man to do with his nieces and gave advice on how to drug them.

The man, who cannot be named for legal reasons, told the recipient he had crushed valium and put it in his niece's juice.

From there, his behaviour escalated.

In 2011, in an online conversation he said he was too old to have children - prompting the other online user, "ModelSchool", to suggest he adopt.

"I am going to do that," the Victorian man said.

"Girl I assume," ModelSchool replied.

"Of course," the man said.

He then made an unprintable comment about what he intended to do with the child.

Within a year, the man and his wife of 26 years had embarked upon the process of having a baby via an international surrogate.

The Victorian County Court has heard the wife was not aware of the man's offending.

Judge Susan Cohen said online conversations the man had after the surrogate conceived showed "gross and disgusting expressions of what (the man) would like to do".

"You deliberately entered into an agreement whereby your own children would be born and brought to Australia (for sexual exploitation)," Judge Cohen said.

The couple paid $44,000 for a surrogate to be inseminated with a donor egg that had been fertilised by the man's sperm, resulting in the twin girls.

He arranged to bring them back to Australia and was abusing them within days, waiting until his wife went shopping to perform his depraved acts.

The man was arrested after a November 2014 police raid uncovered 26,343 child exploitation films and images, many produced by him.

He pleaded guilty to 37 charges including two counts of child trafficking and 20 counts of incest.

The 49-year-old Victorian was on Thursday jailed for 22 years with a minimum of 15 years and six months.

Judge Cohen said the man's morally repugnant offending struck at the core of the joys and privilege of bringing children into the world.

She said she viewed some of the material he produced and the fear she saw in the eyes of one of the victims will not be easy to forget.
