Vic CFA needs fresh start: Merlino

Victoria's CFA needs a "fresh start" after controversial pay negotiations, new Emergency Services Minister James Merlino says.

He sacked the CFA board on Friday night after they refused to sign a deal with the United Firefighters Union.

Mr Merlino also replaced former minister Jane Garrett after she quit rather than support the union's deal.

"We have an agreement that ends the dispute," Mr Merlino told reporters on Saturday.

"We need to go through a process to allow our firefighters to vote on that agreement, but the dispute ended.

"There is no further change that the government will make."

Mr Merlino refused multiple opportunities to say whether CFA boss Lucinda Nolan should stay in her job.

"The position of the CEO is a matter for the board," Mr Merlino told reporters on Saturday.

Labor hand-picked Ms Nolan in 2015 to run the CFA and push back against the United Firefighters Union, but she was left exposed when Premier Daniel Andrews switched his support to the union two months ago.

A last-minute legal injunction means the deal can't be signed until June 22, but after that it will go to the 800 professional CFA firefighters for a vote.

Mr Merlino says the "fresh start" will come in the form of a new CFA consultative committee, bringing together management, career and volunteer firefighters to improve the organisation's culture and performance.

Emergency management commissioner Craig Lapsley will be involved in a senior role overseeing the implementation of the enterprise agreement.

Opposition emergency services spokesman Brad Battin said the dispute was far from finished.

"Daniel Andrews has bullied his way through the board, bullied a minister into resigning and sacked a board for not signing an EBA that is unlawful," Mr Battin said.
