Telstra says rugged terrain in bushfire-prone areas of central Victoria makes it difficult to fix all mobile phone black spots.
Residents affected by the Lancefield bushfire have raised concerns about the patchy phone coverage and their ability to cope in emergencies when they need to get warnings.
Stephen Tinker, Telstra's area manager for central Victoria, told ABC on Tuesday he is well aware of the problem but fixing it would require "quite a bit of investment" in mobile phone base stations.

More than 3000 of the 6200 black spots in the federal government's mobile phone black spot database are in Victoria.
