Vic bomber's mail rights breached: court

A Victorian prison breached Russell Street bomber Craig Minogue's rights by opening his mail, a judge has ruled.

Supreme Court Justice Michael McDonald found Loddon prison breached the killer's rights when staff withheld his mail and opened mail he sent - all of which contained legal material.

In his judgment on Friday ,Justice McDonald said prisoners had the right to send and receive mail unimpeded except in special circumstances.

Minogue has been in jail since 1986 for killing Constable Angela Taylor and injuring 22 others when he bombed the Russell Street police station.

He later killed another man in jail.
