Victorian Opposition Leader Matthew Guy thinks state governments should consider Prime Minister Malcolm Turnbull's income tax proposal before "bagging" it.

Canberra has floated the idea of states collecting their own income tax to fund health and education.

"It's no wonder Australians are deeply cynical of state and federal politicians when one lot call for reform, the other lot offer it and the same lot calling for reform bag it," Mr Guy said told reporters on Wednesday.

"Here's a proposal, let's have a sensible look at it."

Mr Guy said a similar system was in place in Canada and the USA.

Premier Daniel Andrews dismissed the issue, and said Friday's Council of Australian Governments meeting will focus on health funding instead.

"As far as Victoria is concerned, Friday will not be about tax policy thought bubbles," Mr Andrews said.
