Push to scrap Victorian local councils

Local councils should be scrapped and their functions privatised because they "waste billions", Victoria's Young Liberals will argue at the party's state council.

The council will meet in Melbourne this weekend to hear from Prime Minister Malcolm Turnbull and other senior figures in the party, as well as debate a number of resolutions.

The Young Liberals policy branch has submitted a motion for a Victorian coalition government to abolish local governments.

According to the motion in the council agenda, local governments waste billions on junkets and campaigns, and as a state Victoria is over-governed.

"There is not a single function of local government in this state that couldn't be out-sourced to the private sector or absorbed by the state government," the motion reads.

Mr Turnbull will address the council meeting on Saturday.
