Victorians struggling to pay their gas and electricity bills could be asked to pay up front to avoid disconnection.
The final report of the Financial Hardship Inquiry by the Victorian Essential Services Commission calls for energy companies to have the power to make customers pre-pay their bills in extreme circumstances.
The proposed pre-pay scheme could be an alternative to disconnection when all other efforts to cut energy used and pay bills fail, the report recommends.
