An independent body will help the Victorian government decide its infrastructure and planning priorities for the next five years.

The government will introduce legislation into parliament on Tuesday to create Infrastructure Victoria, which will make recommendations on key planning projects for the state.

Victorian Premier Daniel Andrews said Infrastructure Victoria was one of its key election commitments and would help it identify long-term infrastructure priorities and create new jobs.

Opposition leader Matthew Guy said the government had already announced its plans for major infrastructure projects without putting them to an independent body.

"I don't know why on earth the government would bother with Infrastructure Victoria anymore," he told reporters on Tuesday.

"They've announced their ideas for a port, they've announced their ideas for a major road, they've announced their ideas for level crossings and Metro Rail. What is there for Infrastructure Victoria left to do?"
