New Vic premier unveils cabinet team

Two new faces have joined the Victorian Labor government's cabinet, bringing the number of female ministers in the party to nine out of 22.

Unveiling his new-look team at his first caucus meeting since being elected, Premier Daniel Andrews described it as the most diverse in Australia.

The fresh blood includes Jaala Pulford, 40, an upper house MP, and Brunswick MP Jane Garrett, 41.

James Merlino remains deputy leader and the Labor cabinet remains largely unchanged from opposition but now features nine women, up from eight.

Regional Victoria would also be represented with Jacinta Allan, Jaala Pulford, Steve Herbert, Lisa Neville and John Eren, Mr Andrews said.

Former planning spokesman and upper house MP Brian Tee wasn't included as he's likely to lose his seat.

Danielle Green, previously spokeswoman for family violence prevention and women, was also omitted.

The new ministers will be sworn in at Government House on Thursday, when their portfolios will be announced.

Mr Andrews received cheers and applause as he entered the party meeting on Wednesday after Saturday's historic election win.

He told his colleagues Labor will work hard to make the state fairer and get things moving after four wasted years.

"The people of Victoria on Saturday voted for a strong, stable, majority Labor government," he said.

Mr Andrews said his government would get straight to work to deliver pledges, including getting rid of 50 dangerous level crossings, restoring TAFE, fixing schools and funding hospitals.

"Now more than ever, Victoria and, might I say the rest of our nation, needs political leadership that keeps its word," he said.

Upper House MP Gavin Jennings will be the Leader of the Government in the Legislative Council, while Ms Pulford will serve as deputy leader.

Derrimut MP Telmo Languiller is proposed to be lower house Speaker, while Melton MP Don Nardella is proposed as his deputy.

Upper House MP Gayle Tierney will be Legislative Council president.

Marlene Kairouz has been elevated to serve as Cabinet Secretary.
