New Victorian Labor government faces upper house challenge

Incoming Victorian premier Daniel Andrews says he can work with an upper house dominated by disparate minor parties to achieve the best outcome for Victorians.

Mr Andrews said he was focused on outcomes and not politics in a Legislative Council where Labor will not have a majority.

"I will work with people of any political persuasion in order to deliver the best outcome for the people of our great state," Mr Andrews said on ABC television.

The Victorian Shooters and Fishers Party and the Australian Sex Party appear likely to win at least a seat and up to five seats could ultimately be held by micro parties.

A clearer picture of the final Upper House count is expected as rechecking of ballot papers continues throughout the week.
