Victoria's new water plan proposes the sector goes carbon-neutral to tackle climate change and make more use of ground and storm water to diversify supply.
Water Minister Lisa Neville released the Water for Victoria discussion plan at a business function in Melbourne on Wednesday.
The plan will be open for public comment until April 29.
