MELBOURNE'S 30-YEAR VISION:
* Build a $5-10 billion freeway in the northeast of Melbourne in 10-15 years
* Congestion tax to reduce unnecessary traffic around the CBD
* But government has ruled out tolling existing roads
* Increase housing density in rich inner east Melbourne
* Build a rail link to the airport within 15 to 30 years
* Significant improvement of internet and mobile connections in regional areas
* New rail lines from Geelong through Werribee and western Melbourne
* Prepare for driverless cars
* Preserve corridor to one day build the controversial East West Link
* Reduce reliance on brown coal and deliver more renewable energy
* Electrify the train service to Melton
* Build a tram link into the new Fishermans Bend suburbs
* Public can respond to the draft strategy by October 31
* Integrate the justice system with health and human services to focus on prevention.
