Police have arrested a man who appeared to touch himself while watching children play at a Melbourne shopping centre.
They acted after complaints from a concerned parent on Thursday about the 51-year-old Dandenong man.
The woman told police the man was touching himself over his clothes near the play area at Knox Shopping Centre on April 10.
