Libs top ballot in key Vic marginal seat

The Liberals are in pole position for the marginal Victorian seat of Frankston after securing top spot on the ballot paper.

A bumper crop of 14 candidates are competing for independent MP Geoff Shaw's seat, with Liberal Sean Armistead drawing the number one position on the ballot on Friday.

Liberal-turned-independent Mr Shaw was drawn in 12th spot.

Candidates highest on ballot papers are most likely to benefit from donkey votes - where voters just number the boxes from top to bottom.

Premier Denis Napthine was drawn last on the ballot paper in his South West Coast electorate, but he is unlikely to struggle to be re-elected.

Opposition Leader Daniel Andrews was also last on his Mulgrave ballot paper, but should safely win his seat.

Of the eight upper house districts, the Voluntary Euthanasia Party topped the ballot for two, while the Greens and Palmer United Party topped one each.

The Basics Rock and Roll Party topped the ballot for Melbourne's inner north, while the Sex Party, Australian Christians and the Democratic Labour Party rounded out the rest of the districts.

Victorians go to the polls on November 29.
