Key Vic MP suspended for six months

A key member of Victoria's government has been suspended from parliament for six months - the longest suspension ever handed down in the state.

Labor's Gavin Jennings has not produced documents the upper house demanded, after 468 days of negotiations, so Liberal, Green and National MPs voted to suspend the special minister of state.

"I've been suspended for doing my job," Mr Jennings told reporters on Wednesday.

"If we'd released these documents the state would be sued. The state could lose the (Formula 1) Grand Prix."

He won't be docked pay and will continue as minister, but he won't be allowed into the chamber until he hands over the documents to the upper house's satisfaction.

Public Transport Minister Jacinta Allan called it a "political thrill kill" but the coalition says it's all about transparency.

The documents include contracts for the Melbourne Grand Prix, details of a new toll road, and the Peter Mac private cancer centre.

Labor proposed on Wednesday to send them to an independent judge to redact commercial-in-confidence information, but it was too little too late for Mr Jennings to avoid suspension.

Leader of the opposition in the upper house, Mary Wooldridge, said the suspension could be over straight away if Mr Jennings handed the documents over.

"This is actually about openness and transparency, that (Premier) Daniel Andrews promised and has not delivered," she told reporters.

A pair will be provided so Labor won't have to find an extra vote to get legislation through.

Mr Jennings' suspension will start from the next sitting week, so he will still be able to take his place in parliament on Thursday.

The suspension has sparked a tit-for-tat attack from the government, who have demanded Opposition Leader Matthew Guy release a cabinet document from 2011.

The Vertigan report on the state's finances was mainly ignored when it was sent to the previous coalition government, who chose not to use some of the more radical cost-cutting measures contained in it.

Mr Guy has until 5pm on June 6 to release the report.
