Dump all perks: report to Vic parliament

Victoria should dump all allowances and make MPs shell out for costs to be reimbursed, says an audit into perks claims.

A PwC report into controversial secondary residence allowance claims by ex-Deputy Speaker Don Nardella and former Speaker Telmo Languiller was released on Thursday.

The report revealed Mr Nardella claimed to live in a place at an Ocean Grove caravan park, renting it for just $200 a fortnight from a family member and paying no utility bills.

But in 2014 when he said he moved to Ocean Grove, he had an apartment in St Kilda.

"The member stated that the accommodation in St Kilda (second residence at the time) was not spacious enough," the report reads.

Mr Languiller claimed the allowance because of an intention to live in Queenscliff, but it never really eventuated and he never told parliament.

Both men hold metropolitan seats, but it is allowed under current rules for them to claim the allowance designed to help country MPs.

In its report on Thursday, PwC recommended dumping all allowances completely and replacing them with a reimbursement system.

It also said MPs should only get the second residence perk based on their electorate locations, not their home base.
