Victorians won't be punished for good management, as Treasurer Tim Pallas plans to "aggressively assert" the state's case for GST entitlements.

Ahead of the May 12 federal budget, Mr Pallas says Victoria should not lose out just because Western Australia hasn't managed its money.

WA Premier Colin Barnett has argued his state should get a greater share of GST returns to make up for a predicted drop in revenue.

Mr Pallas said Victoria has to get a fair share.

"You can't encourage bad behaviour and poor management, and that's essentially what's been going on in Western Australia," he said.

"They have not had to bite the bullet that so many other Victorians have had to do, so many other Australians have had to do, in terms of running efficient modern economies."

Mr Pallas said Victoria was constantly disadvantaged because of good administration and being an historically efficiently-run state.

"Victorians can have confidence that we will manage this state efficiently, and we will aggressively assert our interests in Canberra in order to ensure we get our fair share," he said.
