Victorian disability volunteers say they have suppressed passion for their work as the sector has become more regulated and risk averse.

The Victorian Advocacy League for Individuals with a Disability's David Craig says volunteer-run organisations have replaced a passion for care with risk management, as governments have taken over.

"They've so suppressed that passion because they're worried about risk," he told a parliamentary inquiry in Melbourne.
