Victorian landlords could be forced to meet minimum standards for rental properties.

At present rental houses are not subject to any guidelines regarding the provision of amenities such as locks or cooking facilities, the Greens say.

Victorian Greens leader Greg Barber said people are living more and more of their lives in rental housing and landlords needed to be compelled to provide a house that meets basic standards.

"Your car has to be roadworthy at all times but a rental house is offered as is and only needs to meet building code on the day that it's built," Mr Barber said.

He said the housing people rely on for rental is some of the oldest and worst condition housing in Melbourne.

"We're not talking about spa pools here, it's about the most basic things that make a house a house," he said.

Parliament will vote on the Greens' bill setting minimum rental standards on Wednesday.
