A man on his learner plates has been charged over an alleged hit-run in Melbourne's southwest, which left a toddler in a serious condition.

The 21-year-old was charged on Monday with failing to stop and help, while driving on his learner's without a full-licence holder in the car.

The boy remains in hospital in a serious but stable condition after he was hit when he ran onto the road about 9pm on Sunday, as his family tried to catch him after realising he had gone missing.

The man was arrested at a property in Laverton shortly after the Sunday incident.

He has been released on bail to appear in court on Friday.
