Victoria's Premier Daniel Andrews has "firmly but respectfully" appealed to the Indian government for the extradition of killer drunk driver Puneet Puneet.

Puneet was a 19-year-old learner driver when he hit and killed nursing student Dean Hofstee, 19, and seriously injured Clancy Coker, 20, in Melbourne in October 2008 but fled to India on a friend's passport in 2009 and has been fighting his extradition.

"I firmly but respectfully told the Minister for External Affairs that Puneet Puneet must be extradited so he can face the justice he deserves," Mr Andrews said in a statement from India on Thursday.
