As the Aboriginal flag was raised to its permanent position above Victoria's parliament house, Premier Daniel Andrews said "it's never too late to do the right thing".
The Aboriginal flag will fly permanently alongside the Australian and Victorian flags, the state government said before a flag raising ceremony on Tuesday.
The flag was previously flown to mark special occasions including NAIDOC and Reconciliation Week, but this is the first time the Aboriginal flag has been permanently flown.
