A Victorian driver has 125,000 reasons to regret not spending a little longer in bed and taking a different route.

The driver was caught with 445 outstanding warrants, owing nearly $125,000 for not paying to use toll roads.

In total 36 fine evaders with 1047 warrants and owing $312,974 were caught in a roadblock on an entry ramp to EastLink in Carrum Downs on Wednesday morning.

The Sheriff's Office deliberately targeted the on-ramp between 6am and 9am, after research pinpointed where serial toll evaders drive and that they're on the road between 6am and 8am.

The Sheriff's Office says it recovered $27,710 and clamped six cars.
