The third vehicle, a Honda SUV, was then also struck by the Ford Territory, police said.

The pair of children were in the Ford Focus, along with a 41-year-old man and a woman aged in her 30s.

The 10-year-old girl died at the scene while the four-year-old boy was taken to the Royal Children’s Hospital with life-threatening injuries. He died overnight.

The woman, who was a passenger, remains in a critical condition.

The Focus' driver, the man, was taken to the Alfred Hospital with non-life threatening injuries.

Tonight police charged the Territory driver with negligence causing serious injury and two counts of culpable driving.

He remains in hospital, with investigators expected to go to the  Melbourne Magistrates’ Court this evening to make a remand application.
