A Labor-dominated Senate committee has recommended the federal government defer any legislation to implement the Trans-Pacific Partnership in the wake of Donald Trump's decision to withdraw the US from the trade deal.

Prime Minister Malcolm Turnbull is pushing ahead with plans to introduce legislation to parliament to ratify the deal, in the hope the US president may have a change of heart or other countries such as China could be enticed to join.

The committee report, tabled in parliament on Tuesday, recommends the government wait until the future of the deal is clarified through further negotiations.
