Two men charged with planning a terrorist act are expected to apply for bail at a later date after their matter was briefly mentioned in a Sydney court.

Omar Al-Kutobi, 24, and Mohammad Kiad, 25, were allegedly about to kill or harm a member of the public with a knife as part of a terrorist attack but were arrested at a property in Sydney's west on Tuesday afternoon.

Their lawyer, Deone Provera, made no application for bail at Central Local Court on Thursday but said he was foreshadowing an application at a later date.

The pair are next expected to appear via audio-video link at Central Local Court on March 16 for an expected bail application.

Mr Provera asked the court if the men could appear in person at that court date but it was refused.

Kiad briefly appeared on the AVL link on Thursday after a mix-up in the scheduling.

The courthouse had earlier been evacuated following a blackout in the city centre, delaying the proceedings for more than two hours.

Police allege a machete, a hunting knife and an Islamic State flag were seized from a small converted garage the men shared in Fairfield in Sydney's west.

It's further alleged a video showing one of the men vowing an attack in the name of IS was also found.
