The next meeting of the nation's treasurers will focus on how state and territory taxes, not the GST, can be overhauled to improve economic growth, Scott Morrison says.

The federal treasurer says changing the tax system was only one part of the government's plan to grow the economy.

"It's not about any one tax, it's about the mix of taxes that makes the difference," Mr Morrison told reporters in Canberra on Wednesday.

Asked whether the GST could be seen in "growth-friendly" terms, Mr Morrison said: "Of course it can be."

"The previous Howard and Costello government proved that - that was part of the package of tax changes."

Tax reform was an "unavoidable" part of an economy in transition, the treasurer said.
