The tax-free threshold will remain at $18,200 after parliament scrapped a planned rise to compensate for the defunct carbon tax.

Legislation to scrap the July threshold rise to $19,400, a measure included in Labor's carbon tax package, passed the Senate on Wednesday with opposition support.

The government says the move will save $2.8 billion over the forward estimates.
