Tasmania's treasurer says the government is storing up extra GST dollars for a rainy day and will not commit to using the funds to pay down the state's superannuation liability of more than $6 billion.

Peter Gutwein announced on Thursday that the island state expected to receive an additional $583 million in GST revenue from Canberra over the coming three years.

It means the Liberal government is on track to deliver a budget surplus in 2016/17, three years earlier than previously forecast.

But while the budget deficit fades from view, the state's superannuation liability continues to grow, and will reach $6.9 billion by 2019.

"The first thing that we had to do was fix the financial mess we inherited," Mr Gutwein replied when queried whether he would bring back a superannuation provision account, which was axed by the previous Labor government.

"What I want to be able to do is make sure the state has options."

The treasurer said the government has laid out a fiscal strategy to help manage the liability.
