Tasmanian Premier Will Hodgman says his state will resist any change to the carve up of GST.

The premier on Sunday released the state's submission to the Productivity Commission review into the system of Horizontal Fiscal Equalisation, which underpins the distribution of the GST to the states.

Mr Hodgman says changes to the system, like moving to a per capita model, would "penalise Tasmania but wouldn't lead to any productivity gains".

"In fact, it would lead to serious inequity in the states. So we will strongly oppose any change to the method to which the GST is distributed," he told reporters on Sunday.

A review into HFE is currently underway by the Productivity Commission which is likely to deliver its report in January 2018.
