Opposition Leader Bill Shorten has questioned the merits of moving quarantine into Scott Morrison's portfolio amid rumours the immigration minister wants to expand his responsibilities.

A report in the Australian Financial Review suggests Mr Morrison is trying to absorb biosecurity into his portfolio, creating tensions with Agriculture Minister Barnaby Joyce, who currently oversees the area.

Mr Shorten said the split was not doing anyone any favours.

"Insiders would say this is another Scott Morrison land-grab at the expense of his colleagues," Mr Shorten told ABC radio on Wednesday.

"I'm not sure that just moving everything into Customs would help our farming communities be secure from international diseases."
