A Melbourne taxi driver who told a female passenger she was his "dream girl" and asked to touch her and take her photo never faced any disciplinary action, his victim believes.

The incident, which occurred in 2013, happened while the then-21-year-old woman was riding from her Port Melbourne home to the city.

"You're my dream girl," the sunglasses-wearing cab driver says, to which the woman awkwardly replies, "thanks".

After asking to take the woman's picture, he then asks, "Can I just touch you once?"

"No, no touching," she says.

"As you wish," he says.

The driver then told her he would "head to the bathroom" after she got out and placed one of his hands on his crotch, the woman told News Corp.

The woman said she has come forward after hearing of other incidents of women being harassed by taxi drivers.

She said she was urged not to report the incident to police after contacting the Taxi Services Commission.

A commission spokeswoman has refused to comment on whether the driver was still employed, citing privacy.

"I was completely sober and it was broad daylight, so I can only begin to imagine what may have happened if it was dark and I was drunk, or a 16-year-old girl," the woman said.
