The Senate has called on Football Federation Australia and A-League clubs to take action to ensure football fans are not over-policed.

Liberal Democrat David Leyonhjelm and Labor frontbencher Sam Dastyari won Senate support for the motion on Tuesday, calling for an accord to ensure "exuberant fan behaviour" was not unreasonably interpreted as anti-social or harmful and asking Sports Minister Sussan Ley to consider getting involved.

Liberal frontbencher Scott Ryan said the government agreed with the principles of the motion and called on fans and officials to uphold principles of positive participation in sport.
