The federal government has signalled its legislation delivering company tax cuts could be broken up in the Senate.

With the Nick Xenophon Team opposing any cuts for companies with a turnover of more than $10 million, Treasurer Scott Morrison says it's up to the upper house how it wants to deal with the bill.

"The Senate will resolve that.. they'll vote for what they support in the bill and they won't vote for the parts they don't support," he told Sky News on Wednesday, adding the government has to be practical.

The tax plan is expected to lift economic growth by one per cent when fully implemented over the 10 years as investment grows.

However, Treasury's revenue group doesn't have the capability to differentiate the impact of a tax cut between different company sizes, should only a tax cut for small business be agreed on.

"You would expect the benefits would be considerably smaller," Maryanne Mrakovcic, deputy secretary for Treasury's revenue group, told a Senate hearing in Canberra.

"At the end of the day, small businesses and large businesses are inter-dependent on each other."
