Police aircraft, lifesavers and other emergency personnel are searching waters about 1km off the headland at Tomakin.

Witnesses called police after the light aircraft was seen crashing into the water shortly after 12.15pm.

A spokeswoman for NSW Ambulance earlier told AAP the aircraft had been located, but no bodies had been recovered.

A police spokesperson said the search is ongoing.
