Scott Morrison has again failed to explain why he replaced Malcolm Turnbull as Prime Minister, despite repeated questions from the Opposition.

For the second day in a row, Labor leader Bill Shorten targeted Mr Morrison and, for the second day in a row, the Prime Minister didn't answer the question.

"I didn't come to the leadership seeking to change it," Mr Morrison told the Parliament in Question Time.

"I came to this position of leadership, not seeking it, not seeking it.

"My colleagues chose me to lead the party, to take charge and ensure that Australians continue to build an even stronger.

"I have stepped up. I have stepped up. And I am stepping up for all Australians."

The Prime Minister said he understands he has a big job to "demonstrate my authenticity".

"Australians will get to know me," he said.
