Robert Doyle 'too ill' to respond to second alleged misconduct probe

A second report into misconduct allegations against former Melbourne lord mayor Robert Doyle has not been able to reach a conclusion.

It comes after a woman claimed the then mayor and Melbourne Health chairman touched her leg and made inappropriate comments at a 2016 awards ceremony.

In a statement today, investigator Charles Scerri QC said while he did not doubt the veracity of the complainant, he could not reach a final conclusion about the allegations because Mr Doyle did not respond to them.

Today’s development comes after a March investigation conducted by the City of Melbourne made four adverse findings against Mr Doyle, backing claims made by former councillor Tessa Sullivan and councillor Cathy Oke.

Ian Freckelton QC's report concluded that Mr Doyle grabbed Ms Sullivan's breast in May when the pair were in a chauffer-driven mayoral car.

He also found Mr Doyle put his hand on Ms Oke's thigh several times in 2014 and attempted to kiss her in his office following a meeting in late 2016 or early 2017.
