Regulations on ride-share services in ACT
HARE SERVICES IN CANBERRA
FROM OCTOBER 30, 2015:
* Legal introduction of ride-share under interim regulated arrangements
* Taxi license fees halve to $10,000
* Hire car license fee drops from $4600 to $100
* Taxi and hire car operator accreditation fee of $350 dumped
* Taxi and hire car drivers can do traditional rank and hail work and use ride-sharing and third party taxi booking apps
* Ride-share drivers must have police, driver history and immigration checks
* Ride-share cars must be registered and roadworthy and have CTP and property insurance
* Ride-share drivers must have a zero blood alcohol level and be drug-free
* Only taxis can collect people from taxi ranks or roadside hailing
* Surge pricing banned during formally declared emergency times
* Ride-share booking apps must give fare range before a booking is confirmed
* Ride-share booking services must have customer complaint mechanisms
SECOND STAGE, AFTER LEGISLATION:
* All services accredited as "transport booking services" - concept of existing taxi networks won't exist
* Taxi license fees halve again to $5000 for 2017
* Hire car and ride-share services have $600 application fee and $50 annual accreditation fee per car
* Ride-share drivers must pay $100 annual license fee
* Ride-share operators (people who own a car but get someone else to drive it) must pay $50 application fee per car
* If a service restricts drivers to only taking bookings through its network, it must offer workers' compensation
* No more legal requirement for taxi drivers to wear a uniform
* Taxi and hire care operators won't need to demonstrate capacity financial viability during accreditation process
* Surcharges on electronic payments will be capped at 5 per cent
* Ride-share drivers must have medical assessment (valid for five years)
* Minimum training requirements for ride-share drivers
* Ride-share drivers can only take cash payment if security camera is installed in car
