No attempt to threaten Qld MP: report

A former Liberal National Party candidate intimidated a political rival but didn't try to improperly influence the Queensland MP, a report says.

The state's parliamentary Ethics Committee says Scott Elms did not try to influence former police minister David Gibson by issuing a threat or offering a bribe.

Premier Campbell Newman wrote to the Speaker about an allegation Mr Elms threatened to reveal Mr Gibson had stolen $7000 when he was in the army in 1999.

At the time the MP pleaded guilty and no conviction was recorded.

Mr Elms allegedly made the threat at a meeting about his Rainbow Shores development project, in Mr Gibson's electorate of Gympie, in 2010.

Mr Elms ended up publicly releasing information about Mr Gibson's theft trial earlier this year.

The Ethics Committee tabled its report on the matter on Thursday.

The committee found there was no evidence Mr Elms tried to improperly influence Mr Gibson.

"While the Member for Gympie felt intimidated by Mr Elms, that he might publish rumours about the member's past, there is no evidence of any conduct intended to influence the Member for Gympie in the free performance of his duties as a Member of Parliament," the report said.

"The committee also finds on the face of the material before it that there is no evidence of public mischief, corruption or breach of public trust."

The committee has recommended that no further action be taken on the matter.
