Terrorists and terrorism sympathisers will find it harder to get bail under draft laws introduced to federal parliament.

As he introduced the bill to the lower house on Wednesday, Attorney-General Christian Porter reflected on the "appalling" terrorist attack in Melbourne's Brighton, where the offender was on parole when he lured police into a deadly shootout by taking an escort worker hostage.

The presumption against bail and parole will also apply to terrorism offenders under the age of 18, Mr Porter added.
