Prime Minister Scott Morrison has rejected suggestions he or someone in his office leaked to the media a confidential submission to a national security committee, which is a criminal offence.

A front-page article in The Australian, based on an exclusive interview with Mr Morrison, also appears to include a leaked submission to an intelligence committee on the government's encryption bill.

"If they want to come in here and make grubby smears against me, I find the suggestion offensive and reject it," he told parliament on Monday, after being quizzed about the leak by shadow attorney-general Mark Dreyfus.
