The Palmer United Party's two crossbench senators will abstain from voting on bills until "government chaos ends".

"The policies are not consistent, party infighting and conflict is ongoing and as a result our party has decided as a bloc in the Senate to abstain from voting on any legislation proposals," Mr Palmer said in a statement on Monday.

Mr Palmer said it was not responsible to vote on new laws when the government's foundations were "laid down on quicksand".

The former major donor to the Liberal Party has called for greater transparency in the party's internal accounts.

"The chaos needs to be resolved or we will abstain until the next election," Mr Palmer said.
