Public hearings are set to begin into allegations staff at a Sydney council defrauded more than $4.2 million and misused power for personal gain.

Former Botany Bay Council chief financial officer Gary Goodman is being investigated by ICAC over allegations he solicited and received payments as a reward for showing favourable treatment to contractors.

It's alleged he and other council workers dishonestly exercised official functions to obtain financial benefits for themselves and others.

Public hearings are scheduled to begin on Monday before Commissioner Megan Latham.

More than a dozen witnesses are expected to appear during the first week of hearings, starting with Mr Goodman.
