* What emerged from surveillance on Monis?

* How will the siege be categorised? How was it categorised at the time?

* What terrorist associations, if any, did Monis have?

BAIL:

* Did NSW prosecutors adequately respond to Monis's application for bail for the charges he was facing at the time of the siege?

MENTAL HEALTH:

* Did Monis have mental health issues?

* What role, if any, did they play in his actions and behaviour?

* Did the management of Monis's suspected mental health issues play an identifiable role in the siege?

* What motivated Monis to undertake the siege?

* What did he hope to achieve by the siege?

GUN CONTROL:

* All questions around the source of the gun used by Monis will be investigated and examined.

COMMUNICATION:

* What happened upon entry?

DEATH OF KATRINA DAWSON:

* How did Katrina Dawson die?

* Could her death have been avoided?
