A second person has been charged over the death of a toddler in the NSW country town of Oberon.

A 45-year-old man has been charged with manslaughter and recklessly causing grievous bodily harm following the death of the three-year-old in the state's central tablelands on August 3.

The man was arrested by detectives at home in Bathurst on Wednesday just two days after a 40-year-old woman was charged with the murder of the toddler.

Police last month found the three-year-old unconscious and not breathing at his home.

The child was airlifted to Westmead Hospital in Sydney and died in hospital three days later.

Police were initially told the child was injured after being knocked over by his family's pet dogs at an oval.

A strike force was set up to investigate the death.

The 45-year-old man is due to appear at Mudgee Local Court on Thursday.

The 40-year-old woman appeared in Blayney Local Court on Tuesday but did not apply for bail, which was formally refused.

She is due to appear at Bathurst local Court on November 10.
